The short version
Most states have no mobile-mechanic-specific insurance statute. What you actually buy is (1) commercial auto for the service van, (2) garagekeepers liability for the customer’s car under your care in a driveway, (3) GL for slips/property damage at the job, (4) a tools/equipment floater, and (5) workers’ comp once you have employees. Real board floors: Connecticut repairer bond $25k (limited $10k); Massachusetts shop bond $10k; Hawaii salvage bond $25k when that category applies; New York Art. 12-A wants WC proof with employees. California BAR registers mobile ARDs but does not publish an ARD GL dollar floor — CA still mandates FR auto 30/60/15. Market practice is still $1M/$2M + garagekeepers on serious accounts.
A customer’s bumper does not care that your personal auto policy “thought” the van was for Costco runs. A dropped battery does not care about your LLC. A platform’s COI exhibit does not care that your state only asks for financial-responsibility minimums.
That’s why mobile mechanics get insurance questions the moment the work leaves a bay and lands in someone’s driveway — and why “I’m small, I’ll skip garagekeepers” is a lottery ticket you do not want to cash.
Here’s the honest contrast with pest and locksmith insurance maps: very few states publish a mobile-mechanic GL dollar floor. What you face is commercial-auto FR law, repairer/shop bonds in a handful of states, WC for employees, city ARF overlays (Houston is the textbook), and whatever fleets / property managers / on-demand platforms typed into the exhibit. License minimum ≠ contract minimum. ASE is still not insurance.

You are not buying “ASE insurance.” You are buying a stack that covers the van, the customer’s car under your hands, the driveway you are standing in, your tools, and your people.

Garagekeepers & the care/custody/control trap
This is the mobile-mechanic signature coverage. When you are under someone’s hood in their driveway, that vehicle is typically in your care, custody, or control. A plain commercial general liability form usually excludes damage to property in CCC — including customer autos.
Garagekeepers liability fills that hole. Forms vary:
- Legal liability — pays when you are negligent.
- Direct primary (or similar broader forms) — can respond even when negligence is contested; fleets and platforms often prefer this.
Off-premises / mobile endorsements matter. A garagekeepers form written only for a brick-and-mortar lot may not match driveway ops — tell the agent you are mobile.
Ask your agent in writing: “Does this policy cover damage to a customer’s vehicle while I am repairing it at the customer’s driveway? Legal liability or direct primary? Any off-premises sublimit?” Do not invent that every state mandates garagekeepers by name. Do invent the phone call before the next scratched bumper becomes your problem.
State FR minimum vs. what fleets actually want
Two different games:
- Financial responsibility / board floor — keeps the van legal and (where applicable) the repairer/shop registration alive. Examples: CA auto 30/60/15; TX 30/60/25; CT $25k repairer bond; MA $10k shop bond; NY WC proof on Art. 12-A apps.
- COI ask — what the fleet account, dealership sublet, property manager, or on-demand platform typed into the exhibit. Almost always $1M / $2M GL, commercial auto often $1M CSL, garagekeepers at stated limits, additional insured / waiver language, and WC if you have employees.
Homeowners should ask for proof of liability and WC and verify with the insurer — that’s the same consumer logic as NAIC contractor scam guidance. A pretty ACORD 25 is evidence, not the policy.
Rule of thumb: Never present $1M/$2M as a “national legal requirement” for mobile mechanics. It is the market default. State FR floors are lower. Contracts and platforms can (and do) demand higher — and garagekeepers by name.

California — BAR mobile ARD + FR 30/60/15 (no ARD GL floor)
Bureau of Automotive Repair registers Automotive Repair Dealers for for-hire diagnosis/repair including mobile. Mobile ARDs: unique registration number per repair vehicle, plate on the application, physical records address, invoice/sign rules. BAR does not publish a statewide ARD GL dollar floor or ARD surety bond — do not confuse ARD with DMV dealer bonds for selling cars. California still requires liability insurance meeting FR minimums on vehicles operated on public roads: currently $30,000 / $60,000 / $15,000. Connecticut — $25k / $10k repairer bonds
Conn. Gen. Stat. § 14-52: general repairer surety bond $25,000; limited repairer $10,000. License fees and premise/zoning expectations make pure van-only models hard — confirm with CT DMV. Massachusetts — $10k repair shop bond
G.L. c. 100A repair shop registration with the Division of Standards: $10,000 surety bond or letter of credit. Location friction for van-only models — verify DOS practice for pure mobile mechanical. Sources: c. 100A § 2, Mass.gov apply.
New York — Art. 12-A Mobile Repair Shop + WC
DMV repair shop registration includes Mobile Repair Shop type. Packet (VS-145): property use, zoning, sales-tax Certificate of Authority, and Workers’ Comp proof if you have employees. No clear statewide GL dollar floor verified on VS-145/CR-82 for this guide. Still buy commercial auto (NY FR + PIP), garagekeepers, and market GL. Source: NY DMV open a repair shop.
Florida — FDACS MVRS (soft on GL dollars) + FR shift coming
Motor Vehicle Repair Act registration covers mobile shops. No clear statewide MVRS GL dollar floor verified on primary FDACS materials here — soft language. Current FL FR centers on PIP + PD; bodily-injury mandate changes are scheduled for Jan 1, 2027 (verify DFS/DOI before you treat a blog date as gospel). Texas — no statewide mech card; city ARF + nonsubscriber trap

Michigan & Hawaii
MI: SOS repair facility registration includes Mobile facility type; major repairs need certified mechanics by category; soft on exact SOS GL dollars. HI: salvage/wrecked/dismantled work triggers ≥ $25k performance bond; ordinary mechanical dealers are not automatically under that bond — confirm category with the Motor Vehicle Repair Industry Board.

Pitfalls that sink mobile shops
- Personal auto on service calls. Personal policies commonly exclude business use. One at-fault wreck with tools in the back = claim fight you may lose. Buy commercial auto.
- Skipping garagekeepers. CGL usually excludes customer vehicles in CCC. Driveway work is CCC. Full stop.
- “They’re 1099s, so no WC.” Misclassified helpers who only work your calls in your van with your tools are an audit magnet — especially CA, NY, IL, FL construction-adjacent facts.
- LLC ≠ insurance. An LLC does not pay for a crushed fender or a burned forearm. Boards and customers still want COIs.
- Bond ≠ liability. CT/MA/HI bonds protect under bond terms up to the bond amount. They do not replace garagekeepers or commercial auto.
- FR minimum ≠ fleet COI. CA 30/60/15 or TX 30/60/25 will not clear a $1M CSL commercial-auto exhibit.
- Tools only on the van’s comprehensive. Schedule diagnostic gear on a tools floater; confirm off-vehicle theft wording.
- Texas nonsubscriber complacency. Opt out and a hurt helper can sue you in court. Fleets can still refuse you without WC.
- Confusing dealer bonds with repair registration. Selling cars (DMV dealer bonds) is not the same as wrenching cars (BAR/FDACS/Art. 12-A/SOS).
- Assuming ASE covers anything. ASE is a skill credential. It is not a license and not an insurance policy.
Garagekeepers gap is the silent killer. A “cheap” CGL that excludes care/custody/control can leave you naked the first time a customer’s EV battery tray or alloy wheel is damaged on a driveway job. Ask the agent to put garagekeepers — and the mobile/off-premises scope — in writing.
