The short version

Changing a mechanical lock is one trade lane. Adding a keypad, mag lock, powered strike, or networked reader often crosses into alarm / low-voltage / electrical licensing. Locksmiths and garage shops sell the upgrade because customers ask. Regulators care what was powered and monitored — not what you call yourself on the invoice.

Customer: “Can you put a keypad on the office door so staff stop losing keys?”

You: already on site for a rekey. Easy upsell. Amazon has a kit. You have a drill.

That sentence is how locksmiths and garage techs accidentally become unlicensed low-voltage contractors.

Mechanical work vs powered access (the line that matters)

Usually still “locks” territory (subject to your locksmith / contractor rules): rekey, replace cylinders, mechanical deadbolts, non-powered hardware, basic door closer swaps.

Often a different license lane:

If the job needs a power supply and a controller, you left “I changed the pins” behind.

Five tickets that look small and are not

1. Office suite keypad. Fail-secure strike, plug-in power supply, codes for six employees. That is access control hardware, not a rekey.

2. Glass door mag lock. Mag lock + break-glass / REX + power. Fire and life-safety implications on top of licensing.

4. “Just add Wi-Fi lock.” Battery Wi-Fi locks blur lines; once you add hubs, bridges, door position contacts on an alarm, or commercial access software, you are in systems work.

5. Intercom + unlock. Audio/video entry with door release is classic low-voltage / access scope in many jurisdictions.

Why shops miss it

Enforcement is uneven until an insurer, GC, or inspector asks who licensed the access system. Uneven is not the same as allowed.

One physical door can touch two or three of those rows. California (BSIS locksmith/alarm lines + CSLB contractor classes) is a famous stack. Texas private-security rules matter when monitoring/logging or alarm ties appear. Other states use different names for the same idea: powered control of entry is not automatically included in “I do locks.”

For locksmith state rules, start with locksmith license requirements by state. For garage/door contractor overlays, use garage door licensing by state. Neither guide replaces checking alarm/low-voltage boards for powered access.

A shop policy that keeps you out of trouble

  1. Split the catalog. Mechanical SKUs vs powered access SKUs.
  2. Quote two scopes. “Rekey only” vs “access hardware — licensed partner.”
  3. Partner instead of pretending. Keep a licensed low-voltage / alarm sub for mag locks and controllers.
  4. Train the phone. “We can rekey today; keypad/mag lock goes on our access calendar.”
  5. Photos on every job. If you only changed cylinders, the file should show that. If you hung a power supply, do not pretend it was a rekey.

Owner line that works: “Happy to handle the mechanical hardware. Anything that takes power or logs entry, we either bring our licensed access partner or we decline that part.”

Fire, egress, and insurance (not just licenses)

Mag locks and delayed egress can create life-safety issues if installed wrong. Even where licensing is fuzzy, a bad install can be an insurance and liability event. If you are not trained on fail-safe vs fail-secure and AHJ expectations, do not learn on a customer’s exit door.

Bottom line

Customers will keep asking for keypads. That demand is real. Your growth move is not to become an unlicensed systems integrator overnight. It is to know where mechanical ends, powered access begins, and who on your roster (or partner list) is allowed to cross the line.

How to talk to the customer without losing the job

You do not need to lecture about boards. You need a clean fork in the quote:

Most commercial customers have heard “we need the right license for that” from electricians and alarm companies. Saying it as a locksmith or garage company builds trust. Pretending you can do everything until an inspector shows up destroys it.

Permits and GCs

On tenant improvement and GC jobs, the GC may require proof of license before you hang powered hardware — even if the property manager is happy. Bring COIs and license numbers for the partner who owns the access scope. Do not let your mechanical locksmith license get photocopied as if it covers the controller.

What to do this week

  1. Audit your sold SKUs: flag anything with a power supply, controller, or entry log.
  2. Write a one-page “we don’t install X without partner Y” policy for CSRs.
  3. Call one licensed low-voltage / alarm company and set a referral or subcontract rate.
  4. Update your website services list so you are not promising access systems you cannot legally install.
  5. Add a photo checklist so job files show mechanical-only vs powered installs.

FAQ

Can a locksmith install a keypad lock?

Battery keypad locks may still sit in locksmith scope in some places, but powered strikes, mag locks, controllers, and alarm-tied gear often need alarm/low-voltage/electrical licensing. Check your boards before you sell the upgrade.

Is a mag lock a locksmith job?

Often no — mag locks need power supplies and usually access-control or low-voltage/alarm scope. Treat them as systems work unless your licenses clearly cover them.
