Most states have NO dedicated “auto glass license.” Do not invent one. The honest glass-specific cards we verified: Connecticut AG-1/AG-2 (DCP), Rhode Island Motor Vehicle Glass Repair License (DBR, $300/yr), and Massachusetts Division of Standards glass shop registration ($450/3 yrs + $10k bond). Broader repair-dealer stacks that expressly cover glass: California BAR ARD, Florida FDACS (glass shops named in statute), New York DMV Art. 12-A + GBL 392-k ADAS rules. Maryland imposes COMAR glass/ADAS training & disclosure without a classic trade badge. Everywhere else: entity + local license + insurance + ADAS OEM capability — and treat AGRSS/DRP as private credentials, not government licenses. Secondary blogs claiming a Texas TDLR “glass installer” or Florida DBPR “auto glass contractor” card do not match official program lists.
Emergency cracked windshield at 7 a.m. Scheduled fleet install at 2 p.m. Same van, same urethane gun — wildly different paperwork depending on which state line you crossed overnight. Auto glass is lighter than pool or tree work on the licensing axis, and that lightness is exactly how operators get burned: they assume “no license” means “no rules,” then a BAR, FDACS, DMV, or city peddler desk sends a letter.
This guide is written for mobile glass and shop-based AGRR operators who dispatch emergency chip repairs and scheduled replacements, bill insurance, and increasingly recalibrate ADAS cameras after install. It is intentionally honest about where there is no trade card.

Most states have no dedicated auto glass license — don’t fake one
Pool contractors, tree services, and electricians often face statewide trade boards. Auto glass usually does not. The modal U.S. state issues no occupational license titled “auto glass”. That fact is useful — and dangerous — if you stop reading there.
- No glass card still leaves entity registration, EIN, sales/use tax permits, and city business licenses.
- No glass card does not cancel automotive repair dealer / motor vehicle repair shop statutes that list glass as a covered service.
- No glass card does not cancel ADAS OEM procedures, adhesive drive-away times, or insurer DRP audit checklists.
- No glass card does not cancel peddler/solicitor permits when you knock doors or sell in parking lots.
Do not cite fabricated licenses. At least one widely circulated 2026 “how to start an auto glass business” table invents a Texas TDLR Motor Vehicle Glass Installer exam, a Florida DBPR Auto Glass Installation Contractor license, and a Georgia SOS auto glass installer registration. TDLR’s published programs list does not include glass installers; Florida glass shops route through FDACS motor vehicle repair registration, not a DBPR specialty contractor class; Georgia sources consistently say there is no state auto-glass occupational license. Prefer .gov.
Five compliance layers (use this in every state)
- Entity & tax — LLC/corp formation, EIN, seller’s permit / sales tax, workers’ comp when you have employees.
- Local business / peddler / zoning — city occupational licenses, home-occupation limits for vans parked at residences, overnight commercial parking, solicitor permits for door-to-door glass leads.
- Glass-specific or repair-dealer credential — CT AG licenses, RI glass license, MA glass shop registration, CA BAR ARD, FL FDACS, NY DMV Art. 12-A where they apply.
- Insurance & bond — garage liability, on-hook / cargo for customer vehicles, hired/non-owned auto, surety bonds where required (MA $10k glass bond; RI liability floors). Soft non-competitor affiliates for bonds/insurance are fine; Vortech remains primary for dispatch.
- ADAS / OEM / industry standard stack — static/dynamic calibration tooling, AGSC/AGRSS process discipline, written drive-away times, DRP network credentials. Private ≠ government — but carriers will still reject you.
Residential building glass is a different trade. Storefront, shower enclosures, and curtain wall live under construction glazier / contractor boards (CSLB C-17, CT FG-1/FG-2, etc.). Swapping a windshield in a driveway is not the same license path as glazing a storefront. If you do both, carry both stacks.
The real glass-specific cards: Connecticut, Rhode Island, Massachusetts
Connecticut — AG-1 / AG-2 (and limited repair classes)
Connecticut’s Department of Consumer Protection runs an Automotive Glass Work and Flat Glass Work Examining Board. Scope pages are unambiguous:
- AG-1 Glazier Contractor (Auto) — install, maintain, or repair fixed glass in motor vehicles.
- AG-2 Glazier Journeyperson (Auto) — same work only while employed by a licensed contractor.
- FG-1 / FG-2 — flat/structural glass in buildings — different license family.
Limited AG-3/AG-4 repair-only paths appear in older DCP application materials for laminated chip repair within defined damage limits. Confirm which limited classes remain exam-active before you advertise “repair only, no replacement.” If you also perform general mechanical repair, ask whether a separate DMV repairer’s license is required for that scope.
Rhode Island — Motor Vehicle Glass Repair License
R.I. Gen. Laws §5-38.5 and regulation 230-RICR-30-05-3 require a DBR Motor Vehicle Glass Repair License to engage in the business of motor vehicle glass repair/replacement — including mobile-only shops. Highlights from the active regulation:
- License fee $300 per year per physical location (mobile stops are not separate “locations”).
- Liability insurance ≥ $300,000 per occurrence and garage keepers ≥ $50,000.
- Technician certification attestations (AGSC or equivalent + adhesives), equipment certifications, zoning evidence for new applicants.
- Mobile vans: commercial registration/insurance; mobile-only applicants need access to regulated indoor facilities.
- Licensed auto body shops under §5-38 are exempt from the separate glass license for glass work.
Massachusetts — Division of Standards glass shop registration
Mass.gov requires motor vehicle glass repair shops to register with the Division of Standards: $450 every three years, a signed $10,000 Glass Shop surety bond (or letter of credit), and two recommendation letters. Registration numbers must appear in advertising. A transitional rule let already-registered Ch. 100A motor vehicle repair shops that were performing glass on the act’s effective date avoid dual registration — new glass-focused shops should assume the glass registration applies and confirm with DOS.
Repair-dealer stacks that expressly cover glass
These are not titled “auto glass licenses,” but declining to register because the word “glass” is missing from the form title is how cease-and-desist letters get written.

Related but nuanced: Hawaii materials generally exclude pure auto-glass specialty shops from MV repair dealer licensing unless they also touch covered powertrain/chassis/electrical components. Michigan AG Opinion 7011 similarly places windshield-only installers outside the repair facility Act in the typical case. Read those as narrow exemptions — not permission to skip city licenses or ADAS diligence.
ADAS recalibration — the 2026 compliance story
Camera-in-glass windshields turned a urethane job into a safety-systems job. Even where no glass license exists, 2026 operators lose work and invite liability when they:
- Replace a HUD / forward-camera windshield and skip OEM static or dynamic recalibration.
- Cannot produce training records when a carrier or state examiner asks (Maryland COMAR 11.13.12.09 is the clearest published training blueprint).
- Fail to disclose that recalibration is required or was not completed (Maryland CL §14-1327; New York GBL §392-k).

- Static calibration — level floor, specified lighting, OEM targets/fixture distance; many mobile operators partner a bay for these SKUs.
- Dynamic calibration — road-drive procedure at set speeds; weather and traffic become schedule risk — park these on the scheduled board, not the emergency pool, unless the customer accepts a return trip.
- Dual / incomplete — document when OEM requires both and when you could only complete one; Maryland and New York disclosure statutes punish silent failures.
Training paper trail that survives an audit: tech name, curriculum provider, date, OEM system covered, pass/fail exam evidence, equipment serial used. Soft affiliates for calibration training/hardware are appropriate; keep the invoice language honest about what was and was not completed.

- AGRSS / AGSC / ROLAGS — industry/ANSI standards and training marks. Excellent practice; Rhode Island even references AGSC-style certs in technician attestations. Still not a state operating license by themselves.

Insurance, bonds, and DRP — private gates that feel like licenses
Operators confuse three envelopes:
- Government credential — BAR number, FDACS registration, AG-1, RI glass license, MA DOS registration, city business license.
- Insurance / surety — garage liability, garage keepers legal liability, on-hook, commercial auto, workers’ compensation, and statutory bonds (Massachusetts $10k glass bond; Rhode Island liability floors).
- Network credential — insurer Direct Repair Programs, glass administrators, fleet preferred lists. These control volume. They do not authorize you to exist.
Minimum operator hygiene even in “no glass license” states:
- Garage liability with products/completed operations that contemplates adhesive failure and ADAS miss-calibrations.
- Garage keepers / bailee coverage when customer cars are in your custody (shop) or while you control the vehicle during mobile work.
- Hired and non-owned auto if employees run personal vehicles to parts runs.
- Workers’ compensation the day you hire — glass cuts and urethane exposure are not theoretical.
DRP onboarding will ask for W-9s, COIs, AGSC or equivalent process proof, photo standards, and sometimes calibration equipment lists. Treat that packet as a sales channel application, not a substitute for the state or city credential columns above.
